Our Story

About Our Name

Shameeg Newman is the founder and Managing Director of Lugano Twelve Consulting. He grew up at number 12 Lugano Court, Hanover Park, Cape Town, and so the company’s name was coined. Since accomplishing his BTech in Construction Management and Quantity Surveying, his dream was always to give back to this community and become involved in programmes and projects aimed at improving the lives of particularly the children and teenagers who have very poor support bases.

Hanover Park is one of many Cape Flats communities in Cape Town that suffer from extremes in drug and alcohol abuse, social dysfunctionality, poverty, violence and gangsterism. The area is also characterised by a lack of adequate social facilities and quality public spaces. For many residents their world is not inclusive, sustainable or equitable, it does not enhance their quality of life, or promote equitable access to basic services, amenities, economic growth opportunities, nor assist in reducing poverty and unemployment.

Despite these disadvantages, the community has a thriving cultural and sporting potential amongst its youth. For many young people, these circumstances act as the driving force to empower and improve their lives.

Through Lugano Twelve Consulting, we aim to empower and give back to disadvantaged communities across South Africa.

Shameeg Newman

Managing Director


Shameeg obtained his Baccalaureus Technologiae Degree in Construction Management and a National Diploma in Building (Quantity Surveying & Construction Management). He is a member of the Royal Institution of Chartered Surveyors (RICS), Reg. No. 6881360.

Shameeg has held Senior positions in major companies across various sectors and gained 18 years of experience at companies in South Africa and Internationally. This includes:
Oil and Gas (Saudi Aramco, Arabian Oil Company), Building and Construction (Stefanutti Stocks) and EPC contractor involved in the engineering, supply, construction, commissioning, rehabilitation and servicing of thermal power plants in South Africa (Mitsubishi Hitachi Power Systems Africa).

Shameeg is an analytical and forward-thinker, estimator, project controls specialist and quantity surveyor. He is known for his comprehensive experience in all facets of cost consultancy, planning, and controlling; project coordination and procurement. Shameeg is an expert at preparing and evaluating cost estimates, claims and change orders as well as leading negotiations and settlements. He successfully completed greenfield and brownfield projects by managing project services which entails planning and scheduling, estimating costs, handling cost engineering, administering cost control and analysis functions, and managing risks with direct reporting lines to Boards.

Shameeg is adept at formulating strategic plans and resolving issues to ensure seamless processes. He is an effective communicator, collaborator, and leader with the ability to establish and maintain positive and constructive relationships with professionals at all levels.

Ongeziwe Magqo

Associate Head of Civil Engineering


Ongeziwe obtained his BTech: Urban Engineering, and is Professionally Registered with the Engineering Council of South Africa (ECSA) Pr Number: 201730259.
Ongeziwe has a combined experience of some 9 years in the Civil/Structural Engineering, Project Management and Consulting Engineering. He has experience in labour intensive construction, facilities management, urban design, national roads design, township design, commercial shopping centres, project management and construction supervision experience. Has often assisted the agricultural fraternity in providing corporate strategy, finance, accounting and human resource management. In recent years Ongeziwe has been freelancing for a few consultants in the engineering sector.

Nabeel Solomons

Site Manager


Nabeel Solomons is an experienced site, construction, maintenance, operations and commissioning manager with experience. Over 20 years’ experience in the power plant sector and has held various positions from Boiler maker to Piping Supervisor during his 20 years of experience Proven track record in renewables, coal, waste, gas and oil fired, conventional and combined cycle plants. Specialist in complete power plant with strong focus on the fired equipment.

Pragmatic and hands on mentality, ethical. Team player and able to make quick decisions. Team player with a keen interest in motivating and encouraging team members to utilize their full potential.

Business and customer orientated, with strong roots in the technical field, being able to switch fast between contract and contract implementation.

Natheem Jacobs

MEPF Manager



Natheem Jacobs is a Masters degree qualified building services engineering professional with seven years of experience in design, construction management, project engineering/management and commissioning and testing of mechanical engineering building services projects in the commercial, residential, and industrial sectors.

His experience in the building services sector has extensive experience in completing many high-end developments, both high rise city block developments to pharmaceutical facilities and high-end luxury residential developments in South Africa and Central Africa.

His role at Lugano consulting is the management of mechanical, electrical, plumbing, and fire protection systems (MEPF). He brings together and can manage large MEPF teams for various over the built environment. He has also worked with many South African contractors over the scope of building services, thus he understands who is the best contractor for a specific project. Natheem also manages the various tender processes, including JBCC and PROCSA agreements and the appointment of subcontractors for a particular scope of works.

HVAC and plumbing are his primary expertise, and he has worked on various fire protection systems designs. His career's key focus areas are services coordination and arrangement in BIM/Revit applications, and he can manage significant scale developments over the digital delivery environment. His primary research as an academic involves thermal performance simulation modelling of glazing performance and parametric façade design.

He is always willing to learn and eager to get his hands dirty. Natheem is a team player who thrives on complex problem solving and engages with his team members to complete projects on time and within budget. Networking and searching for new business opportunities is also a key component of his role.

Louis Coetzee

Associate Head of Health and Safety and Environmental


Louis Coetzee is the CEO of CHSA an Associate of Lugano Twelve Consulting.

CHSA specialises in providing Construction Health and Safety Agent services. We can assist Clients with compliance in terms of the Construction Regulations by applying for construction work permits, developing health and safety specifications, conducting audits, advising on design risk etc.

All CCHSA consultants are registered with SACPCMP and Louis Coetzee is registered as a PrCHSA. The team has over fifty years’ experience in the OHS and Construction sector.

Stanley Langkilde

Associate Head of Operations



Stanley is an accomplished and certified Project Construction manager and holds a (Pr.CPM) SACPCMP certification. Stanley has gained over 30 years extensive experience in Power Generation, and Petrochemical Plant (Oil and Gas) Mega Projects.

Stanley has solved many complex technical and Commercial problems, and he has led many cross functional teams to successful project delivery. Stanley complies and works in accordance with PMBOK Project Management principles and guidelines.
